The following timeline outlines the anticipated schedule for the RFP (subject to change):

  • Deadline to ask Questions – June 2, 2025 at 12:00 pm MST
  • Deadline for Issuing Addenda – June 2, 2025 at 4:00 pm MST
  • Submission Deadline – June 9, 2025 at 5:00 pm MST
  • Evaluation of Proponents – June 10, 2025
  • Proponent Notification Date – June 10, 2025
  • Project start date – June 12, 2025

Closing Date and Time

Proposals must be received before 17:00 hours (5:00 pm) Mountain Standard Time on June 9, 2025. Any late proposals will not be accepted.
NO EXCEPTIONS WILL BE MADE.

1. Required Scope of Work

A. Print FMWB Destination Magazine

Minimum of 40 editorial pages.

FMWB Destination Magazine can generate ad revenue for the proponent but cannot exceed a 60/40 advertising to editorial ratio. Ads cannot promote a competing region or business that would conflict with FMWBEDT’s goal of regional economic development.

Proponent is responsible for printing of the FMWB Destination Magazine. Must be printed in full color with a cover no lighter than 100lb and interior no lighter than 60lb.

Must include FMWB place brand throughout editorial. Proponent may access FMWB photo and brand assets. Generic stock photos should be avoided, and use must be approved by FMWBEDT.

FMWB Destination Magazine would be a valuable reference for tourists, visitors, and potential residents of our region. FMWB Destination Magazine would highlight amenities, facilities, events, community culture, indigenous history, natural beauty, and overall positive quality of life in an attractive and engaging manner.

Demonstration of knowledge of Fort McMurray Wood Buffalo ensures a memorable, authentic, and engaging product.

B. Digital Destination Magazine/Tools

Must provide an online URL access to FMWB Destination Magazine.

Must provide a .pdf version of the FMWB Destination Magazine.

Outline any additional digital tools, channels, or assets that would be delivered.

C. Launch Event

Excitement and engagement in the community for this new tool that would also highlight proponent and stakeholders.

D. Distribution

15,000 copy print run. Requesting a local distribution strategy that would reach tourists, visitors, potential future residents, and residents in FMWB at high-traffic destinations. Demonstrated knowledge of regional traffic, visitor locations, and workforce opportunities is critical to an effective distribution plan.

E. Project Plan

Approvals and timely check-ins on progress and direction upon agreed milestones.

Notes to Scope of Work

FMWBEDT reserves approval of final draft.

Proponents that do not demonstrate a strong understanding of the ‘Required Scope of Work’ criteria may be disqualified, and the proposal may not be evaluated further.

Please note ONLY elements as outlined in section 2.1 to 2.3 (Evaluation Criteria – see below) will be evaluated and are being requested.

Limit your proposal to a maximum of 10 pages (including title page and references). Proposals over the allotted amount will be disqualified.

2. Evaluation Criteria

Responses will be evaluated to identify the highest scoring technical bid using the following criteria:

2.1 Financial Criteria: 25%
2.2 Required Scope of Work: 65%
2.3 Value Add: 10%

2.1 Financial Criteria: 25% Weighted

Budget: 
  • $45,000 is the maximum amount allotted; GST must be itemized separately 
  • Detailed budget that corresponds to the deliverables outlined in ‘Section 1. Required Scope of Work’  
  • Pricing is to be broken down per unit, or per services and should also indicate if per unit pricing includes bulk discounts 
  • Include rates for any additional work/change orders that may arise within the scope of this RFP 
  • Indicate how your company/firm keeps project(s) on-budget 

2.2 Required Scope of Work Criteria: 65% Weighted

  • Project plan proposed to complete each item in the scope of work 

Anticipated Challenges:

  • Describe any difficulties or challenges that are may be anticipated in delivering this project and how your team will manage them 
  • Indicate the processes your team uses to ensure deadlines are met 

Expectations of FMWBEDT:

  • Describe the assistance that your team will require from FMWBEDT staff
